The budget would achieve balance in the next 10 years by fully repealing ObamaCare and slowing the growth of government spending from 5% a year to 3.4% a year.

New IDEA clarifies that wages and benefits paid to illegal immigrants are not tax deductible. It gives employers "safe harbor" if they use the E-verify program, which ensures employment documents identify lawful workers.
